Minimal lint fix (with test folder included in linting) (#433)

* Minimal lint fix (with test folder included in linting)
- Extracted elvis config to new file elvis.config (elvis in rebar.config was not working even trying lint twice in a row)
- Extracted rebar3_lint plugin in separate plugin definition in rebar.config (added some docs there)
- Added test folder to elvis.config
- Fixed lint issues in some test files
- make lint now runs lint twice (an error on the first try is ignored)

* Small bug fix that lint gets performed on all files

* Updated rebar3 config to test travis behaviour

* Removed lint profile from rebar.config

* Fixed the eunit issue related to rebar3 in v. 1.14

* Fixing the release test

* making test callbacks accessible for ct tests
