Corrections Management Tool (#303)

* Add corrections package

* Based on the suggestion from this PR (https://github.com/AxFoundation/strax/pull/303) a modified implementation of corrections management tool

* remove cmt_services.py

* improvements on the code, add pdmongo to requirements

* improve syntaxis as recomended

* Update README.md
