fix(hvac): Enforce strict naming of Ideal Air Systems

With this change, it will be possible to assign the same ideal air system to several rooms and the gem will take care of the necessary duplication for EnergyPlus.  It also enforces a strict naming convention for all ideal air systems such that we will always be able to match results back to the Honeybee Model.
