Add support for Flask-Babel 2.0 (#383)

Finally - Domain support was backported! So everyone can move back to a maintained Flask-Babel package.
To ease transition - followed the approach Flask-Admin did - and support Flask-Babel, fall back to Flask-BabelEx, and then fall
back to a dummy translation (thus Flask-Security no longer requires any Babel package).

Flask-Babel doesn't 'auto initialize' which Flask-BabelEx did - so added a runtime check to make sure that if the package is installed,
the application has initialized it (otherwise a very difficult to decipher error message gets raised).

Use the upstream Babel support for LazyProxy rather than rely on speaklater.
