Datetime: Fix hourly broadcasting localtime (#354)

* fix hourly broadcasting localtime

this was previously done by the state_updater calling DateTime.sync(). New state_updater doesn't do that so a Task is introduced to handle hourly broadcasting of localtime.

* test updates for DateTime class

* fix tests for DateTime with auto broadcast

* don't rename methods before commiting
