Feat: add substrate handling (#207)

* adjust test

* create stub classes

* DRY: move stubs out of tests to classes

* add getProtocolsByName

* replace `applicationApiConfig.protocols` with a service call

* update calls for localStorageProtocol to be async

* remove un-required line

* surface 'protocol' arguments to from low level in applicationConfig to variables:
- getAddresses
- getAddressesResponse
- getMessages
- sendMail

remove initialisation tests - no longer needed

* add connectivity check for protocols (because this now happens before addresses)
add error message for protocols

* make ethereum the default protocol

* add settings and move code over
