pmerge: make --ignore-failures also ignore pkg_pretend failures

Also, move pkg_pretend checks back before the resolver runs. In the end
I just want a method of seeing pkg_pretend failures as well as the
probable dep tree I'll get once they're resolved instead of having to
work through pkg_pretend failures and then see I have further resolution
issues to deal with.
