Automatic state targets (#356)


* Added ability to omit targets for states when the target is an input of the same name at the top-level of the ODE (either via promotion or because the ODE is a single component).

dymos.utils.misc has a new get_state_targets method to find the state targets and return them as a list - this method must be called from configure since it relies on the child subsystems having been setup.

Changed brachistochrone, aircraft, and min_time_climb examples to utilize automatic state target detection.
Reworked the SolveIVP transcription by making an entirely new system for the ODE in the OdeintInterface - this allows automatic state detection to occur in its configure method.

* enabled test_reentry tests with IPOPT

* updated docs to describe automatic state target detection
