Match sdlled device read behaviour to RTL

The RTL version of the LED display does not maintain state for bits it does not
use, so on reads it returns only 16 bits from address 0 and 4 bits from address
1. Now the sdlled device properly simulates this behaviour, causing the
run/sdl/led test to pass.
