Use SIGINT+ENTER for console

This changes the interactive console-hook to Ctrl-C/SIGINT+ENTER
instead of occupying Ctrl-Z/SIGSTP, because SIGSTP may be needed
by the environment. SIGINT on the other hand rarely interferes
with system-wide non-interactive signals.

After this change, Ctrl-C displays a dialog that allows three actions:
1) ENTER -- to enter the console
2) Ctrl-C -- to abort the program
3) do nothing -- the dialog times out after ~2 seconds leaving the
program unmodified.
