sync schemas from buildtesters/schemas repo  (#416)

* sync schemas from buildtesters/schemas repo and they are now in same-level folder in
buildtest/schemas.
The new url path ($id) now fix json schema validation error since it wasn't
able to fetch schemas.
remove execute perm from few .rst files

* fix path to schema file in get_schema_fullpath()
