add kuttl logs into scorecard output when running kuttl tests (#3652)

* add logic to kuttl image to provide kuttl logs into scorecard output to aide debugging kuttl tests

* refactor to use ioutil.ReadFile, change to only add to output Log on kuttl error scenario

* stick with kuttl v0.5.1 base image, do not add suppress flag since its a v0.5.2 feature
