Respect omit options in Arborist.audit()

This also cleans up some bugs in the data being sent to the legacy quick
audit endpoint (which were failing, but since we only use it as a
fallback, and the public registry supports bulk advisories, it went
unnoticed in npm beta testing).

Any advisories against omitted deps will now be ignored.
