ArrayIndentationFixer - refactor

While working on splitting `BracesFixer`, I created a new `StatementIndentationFixer`. I tried to reuse the logic from `ArrayIndentationFixer` but it has proven to be way too much complicated so I first refactored it to simplify it. The code remains complicated IMO but it's a good start.
