[ux] Improved notifications toast #94

- Increased spacing between each notification toast
- Ensure elements below the container are clickable
- Reordered z-index so that toasts are always shown in front,
  while the notification widget is just below, but higher
  than the navigationg menu
- doubled the amount of time toasts will stay visible before
  disappearing automatically
