Commit Message

Run flake8 in a separate Travis job

Because it's very scary when I see all Python versions failing at the
same time.

Also reuse the tox environment so I don't have two sets of flake
command-line arguments to maintain.

Also run flake8 from tox by default because I want to catch flake8
errors before I git push.
