Commit Message

ENH: Adds cache metadata and handles cache expiration.

Cache metadata fields are created, accessed, and expires using timestamps.
Metadata is stored for ram and disk cache stores. S3 is not yet implemented.
Expired cache entries are treated as missing (and automatically removed).
CacheStore and CacheCtrl tests are improved (bugfixes and coverage).
DiskCacheStore bugfixes removing empty node directories and other directory handling.
