Add response territory/shift territory link

With no link between response territory and shift territories, things
like the responders console weren't working. We also needed to fix the
save on the realign incidents script.  One last change is only
realigning incidents in 2020, as doing everything was taking too long to
be reasonable for development.

Fixes #286: DCSOps Admin in Cascades can't see the Responders Console
