Abstract Deepcell_Postprocessing.ipynb (#149)

* Initial commit of branch to address issue #148

* Abstract generation of expression matrices into function in segmentation_utils.py, and add check to prevent invalid points from being specified

* Fix single_cell_output location path, move that creation to notebook and remove it from segmentation_utils

* Add test for compute_complete_expression_matrices

* Fix function calls to compute_complete_expression_matrices in testing function

* Add types to docstrings of segmentation_utils.py

* Address code review changes, except for testing functions which will be next

* Remove mibitiff_suffix test; no longer needed

* Remove mibitiff_suffix args from function calls

* Fix error in calling np.all() too early

* Support mibitiff loading in this version

* Add a clarifying comment for MIBITiff loading test

* Address most recent code reviews (MIBItiff extensions, code coverage, etc.)
