pmaint: enable domain by default and split main cmd options from subcmds

This means that options such as --add-config, --color, --domain, etc
will only be available to specify after the top level command, not after
any subcommands. The options that can be specified after subcommands are
now --help, --quiet, --verbose, and --debug (as well as their short
variants).

This should help keep options simpler and follows the zsh completion
support. Also, this means that the auto-generated man pages should have
less duplicated options in them now too.
