Remove unused dom4j from root pom.xml

dom4j is vulnerable according to https://github.com/openmrs/openmrs-core/network/alert/pom.xml/dom4j:dom4j/open

but we do not even use it, so let's just remove it

I did remove it earlier from the api/pom.xml but forgot to remove it from the root pom.xml
