Allow to create variant without rhel_variant (#79)

* Allow to create variant without rhel_variant

Variant without rhel_variant is marked as rhel_variant. `tps_stream` has
to be defined when rhel_variant is not defined.

* fixes for rhel_variant and tps_stream

Reword the comments, add fail_json() when tps_stream should be set, and
move this code outside ensure_variant().
