add LSF Executor support (#401)

* add LSFExecutor class. Add methods for load, check, dispatch, and poll.
Add bsub key in global, compiler and script schema. Detect all LSF queues
via bqueues.

forgot to subclass BaseExecutor for LSFExecutor

* wrong poll command, need to use bjobs not bacct
