Migrate from tslint to eslint/prettier

tslint has been deprecated for a bit, and was made by a fairly evil company.
This commit migrates to eslint, adds a few exceptions and enables prettier.

prettier has reformatted all of the code, and is now required for CI to pass.
I've also updated .editorconfig to use 2 space indentation to better align with
prettier defaults (even though I prefer 4 space-long tabs).
