feat: Extend Bridgetown::Builder over extending liquid (#6)

* Messing around with a small refactor of the tag parser

* Moving attribute parsing into their own class

* Finished moving the parsing into its own class

* Setting up the render class

* Breaking out the RenderSvg aspect of it into it's own class

* Renaming attributes class to Markup - it's closer to what it's doing

* Adding shared examples & added tests around the failing old integration tests to drill down

* Fixing up the markup not parsing sizes are strings

* Running auto fix

* Don't cache the config

* Small cleanup

* Removing my dockerfiles from PR

* RenderSvgOptimized > RenderOptimizedSvg

* Fixing standardrb errors

* I changed the order of the SVGs - will work on making those more explicit

* Refactoring #params to only parse once

* RSpec failed - I needed to set params has a hash & return it after -.-

* Running rubocop over files

* Running: bin/standardrb  --fix

* Adding specs to check the RenderOptimizedSvg is doing something useful

* Running rubocop -x & bin/standardrb --fix

* Explicitly testing the liquid-arguments in the integration test

* Adding back in test LOC I removed in error
