schema table dictionary and rename settings.yml to config.yml (#393)

* fix

* define dict schema_table in buildtest/buildsystem/schemas/defaults.py
which contains details on all schemas. We load schemas once and reference
table.
Add logging message in BuildspecParser and make use of schema_table
dict to validate global and type schema.
Refactor test for BuildspecParser

* applying black

* remove unused imports reported by pyflakes

* move buildspec.error to var directory
Change output content in buildspec.error file

* create var directory at start of build

* forgot to import create_dir
