records: replace 'verbose' option with log.info, fixes for Celery Beat

* Remove 'verbose' option and instead use standard Python 'logging'.
* Log level is set via LOGGING_CONSOLE_LEVEL (default is 'WARNING').
* Use log.setLevel(LOGGING_CONSOLE_LEVEL) in all modules with 'logging'.
* Remove unnecessary 'recid' argument of update_record_info function.
* Define @shared_task functions for record update tasks called by CLI.
* Replace links to http://inspirehep.net with https://inspirehep.net.
* Add missing docstrings to new INSPIRE API and record update modules.
* Replace timedelta with crontab to schedule regular Celery Beat tasks.
* Needed to add new modules containing Celery tasks to setup.py.
