Docs: Improved statements about supporting py38 functionality

Details:

* Changed the somewhat complicated statement in the README and
  docs intro chapter about dict on py2 and dict on py3 to
  a clear statement about supporting the functionality of dict
  on py3.8 on all supported py versions, listing the exceptions
  explicitly.

* Removed the disclaimer in the docstring of class NocaseDict
  that the documentation is provided "for explicit documentation
  of the case-insensitive and ordering behavior.". This made no
  sense anymore after moving the py3.8 compatibilitzy statement
  into README and intro chapter.
