feat(cli): update eslintignore template to skip linting `.eslintrc.js`

Our linter is configured with several TypeScript-specific linting rules,
these rules don't work out of the box for JavaScript files. While it's
possible to create a dedicated TypeScript project for JavaScript files
ony, I feel such setup is an overkill for projects where the only
JavaScript file is `.eslintrc.js`.
