Job states (#388)

* add slurm_job_state_codes key in global key.
Add check in check_state for checking slurm job state codes. Initialize
variable returncode_match, regex_match, slurm_job_state_match to False
and set conditional to logical OR instead of AND

* optimize logic for polling. Remove jobs when they are complete. When there are no
jobs in poll_queue we terminate while loop

* change behavior of while loop

* fix pyflake issue

* negate condition on while loop, bug
