Refactor: User controller to multiple smaller controllers (#553)

* Static uuids with fixtures, so that we can trust that IDs are always the same.

* Small fine tune for ApiKey static UUIDs

* Static uuids with fixtures, so that we can trust that IDs are always the same, and we can use those in the tests.

* Added new serialization `set.UserGroupBasic` group

* Refactored `UserController` to multiple individual controllers.

* Refactored UserController related tests.

* Fixed ECS errors

* Fixed PHP Insights errors
