Update ndt5 schema (#904)

* update ndt5 schema for website

* update ndt5 result row schema for web output

* address review comments

* added fields from updated production view

* updated schema descriptions to match the published, updated schema on BQ. Added descriptions

* updated tcpinfo fields' 'Kernel:' sections.

* updated remaining tcpinfo fields' 'Kernel:' sections.

* update bindata

* added some basic instructions on how to update the schema descriptions, tag a release on ETL, and how this is all used to update the website schemas

* addressed review comments. set col width at 80 for better readability

* updated go get command

* update bindata (correct version)

* removed backticks because etl won't build the generate-schema-docs image if a line in a yaml file begins with one.

* add manual line breaks since no one can explain how to set them to happen automatically
