Dashboard: inference job support (#1260)

* Submission page: Add “CPU Inference Job”, “GPU Inference Job” in JobType. Remove “Inference Job”

* Submission page: When user select “GPU inference job”, show text field: “mingpu”, and “maxgpu”, instead of “Number Of GPUs”. Fill these fields in RestAPI.

* Submission page: When user select “CPU inference job”, show text field: “NumberOfWorker”, and “NumberOfCPUPerWorker”, instead of “Number Of GPUs”.

* Job detail page: Add “mingpu”, “maxgpu” for inference job.

* Backend: Add a button or text field for user to scale inference job. The related API is: /ScaleJob.

* Job detail page: Add a button or text field for user to scale inference job.
