feat(cli): Add result command to produce query-able CSV

This commit adds a command to produce a query-able CSV for use as the "transformer" between the native eplusout.sql file and the database over which scarlet will run queries.

It performs a number of operations on the data, including the exact matching of data to objects in a honeybee model, the normalization by area (if requested) and conversion to IP (if requested).
