Instrument Index Update (#40)

* updated instrument index to include deployment field

* Implemented polishing/bugfix changes to Instruments Index

* Allowed user to add only contributor or station as well. Further Bugfix/cleanup

* changed update to get data using metadata functions rather than registry

* shortened get_metadata lines in instrument.py
