Make V3 Command Cluster Criteria consistent with other Criterion conversions

The Criterion passed into the v3 api while V4 structures could still be used by people consistently using the V3 APIs in other places.
This could (and has been reported) manifest as people taking all the tags the V3 API reports back for a cluster and placing them in a criterion tags field.
This would result in the `genie.id` and `genie.name` tags existing in the criterion tags set. These tags don't actually exist in the database so this criterion would never match any resources.

Modifying to filter out `genie.id` and `genie.name` from the set of tags and placing their values into the correct `id` or `name` fields will provide consistent behavior across V3 and V4 APIs and DTOs
