[REF] missing-manifest-dependency: Add openupgradelib as a whitelist. (#288)

`openupgradelib` is a common python dependency used in OCA project in migration scripts
It is so popular and the people know that it should be installed manually
So, It is not added to `requirements.txt` of the repository
Neither It is not needed added in the `__manifest__.py`
