Commit Message

Boto to boto3 and re-enable travis ci testing.

* removing boto for boto3 and reduce duplicate code
* moto now needs bucket to be created prior to use and use remote s3 client instead of mock s3 client
* fix tests and make build more robust
- don't fail if directories already exist
- install more packages we know we'll need
- extract content type from headers if it's not a direct attribute
- also accept alternative attribute name for body text
- handle non-upload resources
- redirect to external URL, or abort if no URL exists
* Add change log
* Update version and install_requires, remove 2.7 from build matrix
* Update travis ci matrix to be based on python 2.7 with 2.8 and include python 3 ckan master to begin compatibility testing but not fail the build
