[CMake/OpenAL] Added a FindOpenAL CMake package

- Finding OpenAL is currently required

- This searches for OpenAL in several potential places
  - The environment variables OPENALDIR & OPENAL_SDK_PATH can be defined
  - Under Windows, an OPENAL_SDK_ROOT variable can be passed when calling CMake

- OpenAL is now handled on the CI
  - On Ubuntu, the package libopenal-dev is installed
  - On macOS, the package openal-soft is installed
  - On Windows, OpenAL Soft 1.20.1 is downloaded & unpacked
