pin pendulum version

probably related to https://github.com/sdispater/pendulum/issues/457

pendulum is shipping wheels for py3.8 with the binary tag wrong,
which is breaking install on Windows.

Might just go back to using Arrow instead of Pendulum, but for now
move to an old version of Pendulum, I guess.
