load and check LocalExcecutor shell mismatch, refactor regression test for test_file.py (#352)

* add check and load method for LocalExecutor
Check executor shell mismatch if python executor used with a shell
key in buildspec that uses 'sh, bash, /bin/bash, /bin/sh' then we
raise an error. Same is true if shell: python in buildspec and
use one of the bash/sh executor, we raise an error.
Update docstring.
Invoke check() method after load operation.

* applying black to executor/base.py
Merge small regression test into other methods in test_file.py

* fix travis test
