Consolidate Delayed Neutron Fraction Settings (#93)

* Adding a None default to beta and removing the core initialization

* Adding beta, betaComponents, and precursor decay constants to the core initialization
if they are user-supplied.

* Removing the setting for `beta` and adding the `beta` parameter
back to the core.

* Combining treatment of betaComponents and beta settings

* Adding a rename from betaComponents to beta

* Adding documentation for the kinetics settings

* Fixing type check in the `generalParameterSweepConverters` where
checking a NoneType against a None is not valid.
