Set a grain showing the installed salt formulas and versions

This creates a task that will use the formula requirements file to
set a grain containing installed formulas and versions.

* Added fabtask set_formulas_grain to read in a formula requirements
file and set a grain salt-formulas based on its contents.
* Updated the CHANGELOG
* Added tests to check for correct formula to grain parsing
* PEP8 fixups
