[ADD] l10n_ar_afipws_fe: new field ncm code for product templates

Similar of what we have in 13.0 official odoo version

* add new field l10n_ar_ncm_code in product.template
* show new field in both product.template and product.product form view
* when reporting electronic invoice send ncm code or default code instead
