chore: moved deprecated method back to orginial source

Within this PR to make the ability to silence property changes an interface, the method `setPropertyChangesMuted(...)` has a history:
1. extracted from `jmri.Manager` into `jmri.beans.MutablePropertyChangeProvider`
2. `MutablePropertyChangeProvider` was renamed to `SilenceablePropertyChangeProvider`
3. This method was deprecated in favor of `setPropertyChangeSilenced()`
4. And is now moving back to `Manager` as a deprecated method to evnetually be removed from there
