feat(data): Refactor the entire package to support broader use

This commit refactors the lib of the Python package in order to support broader use across all plugins.

Changes include:

* Make honeybee-standards a dependency of honeybee-radiance. Remove the "data" folder from honeybee_radaince/lib, essentially replacing this with the honeybee_standards folder. This way, if we have a Python package user who lacks a ladybug_tools folder and wants to extend their library, they just drop things into the honeybee_standards Python package.

* Remove all of the hard-coded default values in honeybee_radiance/lib, replacing them with code that loads up the radiance_defaults.json.
