tlog-rec-session: add utmp support and configuration option

Add code to tlog_tap_setup and tlog_tap_teardown to add/invalidate utmp
entries for the shell subprocess. This requires a terminal and write
permission to /run/utmp, so at least one of the following conditions
must be satisfied:

- the user belongs to the "utmp" group;

- tlog-rec-session belongs to the "utmp" group and its sgid bit is set.
