LocalOnly sharding strategy for dyno queues (#1728)

* LocalOnly sharding strategy for dyno queues

Allow no distribution of workload in dyno queues.
By default tasks are distributed across all conductor instances using
dyno queue shards.
Now it is possible to only queue workfload for conductor-server that
started the workflow.

* Add unit test for sharding strategy provider

* Introduce LocalOnly locking provider

This implementation provides sufficient locking for a single
node deployment.

Implemented inside JVM only (locks are not persisted).

Can be used in a cluster deployment but only when localOnly sharding
strategy is used for dyno queues.
