Adds archive package (#2)

* Adds archive package. Adds Coveralls.io markdown to README.md, and adds a newline at end of cloudbuild.yaml.

* Removes archive test trying to test unwritable file. Works in Travis, but not Cloud Build (must run as root there). It should pretty much never happen if the base dirs can be created in the first place.

* Removes unused package 'path'.

* Changes archive.GetJSON to archive.MustMarshalJSON, and removes return of unneeded err.

* Add CollectStart and CollectEnd timestamps to each sample so we can calculate SNMP fetch latencies. Calculates archive name based on explicit start and end timestamps.
