config: add 'APP_ALLOWED_HOSTS = []' for invenio-oauthclient==1.1.3

* Default value of 'APP_ALLOWED_HOSTS = None' in invenio-app.
* Gives "TypeError: argument of type 'NoneType' is not iterable".
* With invenio-oauthclient==1.1.3, need 'APP_ALLOWED_HOSTS = []'.
* It can be removed when invenio-oauthclient>=1.3.0 is installed.
* Update supported Python versions in metadata of setup.py.
* Also minor changes to Dockerfile such as removing '--pre'.
